Council recognizes EMS Provider of the Year, Courtney Dean
Tipp City Council’s first meeting of 2026 began on Tuesday, Jan. 20th, with a Proclamation recognizing Courtney Dean as “EMS Provider of the Year” for 2025. Fire/EMS Chief Cameron Haller noted that, “Courtney was chosen by her peers for this award, because she has been directly involved in multiple arrest saves, her ability to remain calm, focused and effective during the most critical moments, her proactive approach and dedication to continuous improvement reflect a deep commitment, she maintains professional, compassionate and competent manner embodying the values and expectations of the department, and she exemplifies the department’s guiding principles and fulfills the mission, vision, and values of our organization.”
Council then heard the first reading of three new Ordinances:
- Establish four new fees to the city’s fee schedule:
$175.00 Veteran Banner fee to pay for manufacturing the banner
Update the fee for the Veterans Memorial Park pavers: 4” x 8” paver with three (3) lines of text, from $53.25 to $85.00
Update the fee for the Dog Park pavers: 6” x 6” paver with three (3) lines of text, from $20.00 to $85.00

- Create in the Utility Billing Department a Lead Utility Billing Specialist position this spring, 2026, with an appropriate increase in pay, in anticipation of the Financial Supervisor’s retirement in February of 2027. This would allow the Financial Supervisor to focus attention and training on one individual prior to her retirement. Also modify the Utility Billing Department’s position names to Utility Billing Specialist, Income Tax Specialist, and Financial Specialist.
- Modify the City’s Sewer Rates and Regulations to conform to the meters used in Tipp City.
Council passed two Motions:
- Approve the Tree Board’s Annual Plan for 2026.
- Authorize the Tipp Police Chief and City Manager to sign a temporary liquor permit for the Downtown Tipp City Partnership’s St. Paddy’s Day Beer Crawl on March 7, 2026.
Council then adjourned.
