City Manager’s Weekly Update
Please see the highlights from this past week along with some project updates that will impact the city in the coming weeks.
Asphalt Resurfacing - Asphalt resurfacing work is currently underway throughout the city. This year’s program also includes resurfacing the temporary pavement on South Hyatt Street. At next week’s City Council meeting, staff will present a resolution to award a contract for the paving of alleys in Tipp City. If approved, the City will invest more than $130,000 in alley improvements. This year’s project will focus on the following areas:
- W. Broadway and W. South Street
- S. Hyatt Street and S. 7th Street
- E. Broadway and E. South Street
- S. Third Street and S. First Street
The condition of alleys across Tipp City remains a priority, and the City plans to continue making improvements annually to enhance accessibility, safety, and overall infrastructure quality.
Summit Landing - The City has received numerous calls from concerned residents regarding the blasting taking place at Summit Landing. We understand the concerns with this type of work and want to assure residents that the City is enforcing all applicable rules and regulations to protect the safety of our community and the integrity of personal property.
- Fire Department staff and/or the City’s construction inspector are on-site during each blast to ensure compliance with all City requirements.
- The City requested that the State of Ohio Fire Marshal’s Office conduct a site inspection. They confirmed the contractor is in full compliance with all state requirements.
To provide clarity, here is an overview of some of the steps being taken:
Ensuring Compliance with All Regulations
A geotechnical inspection firm is monitoring blasting and ground vibration levels to ensure personal property is not being harmed. If any blast exceeds the permitted vibration threshold, all blasting activities will be directed to be halted immediately.
o The City has contacted the Regional Air Pollution Control Agency (RAPCA) to confirm there are no harmful air quality impacts to neighboring subdivisions. RAPCA will conduct additional on-site inspections but has stated that there is no anticipated risk from short-term dust exposure related to this work.
The City remains committed to monitoring this project closely and enforcing all regulations to ensure the well-being of our residents throughout the process.
2026 Budget- Each year, Tipp City adopts a budget to set the strategic direction for the upcoming year. Every department has submitted a 5-year Capital Improvement Plan and a 2026 operating budget to the Finance Department for review.
This week, I met with the Finance Director and individual departments to review these submissions, discuss priorities, and evaluate departmental needs. The Finance Department will now make revisions based on the outcomes of these meetings.
The next step will be for staff to present both the 2026 operating budget and the 5-year Capital Improvement Plan to City Council. This presentation is scheduled for September 29th and is open to the public.
