City Manager’s Weekly Update for 9/9

Please see the highlights from this past week, along with upcoming items that will impact the City.

2027 Operating & Capital Budget Presentation- This week, the draft 2027 Operating Budget, along with the proposed 2027–2031 Capital Improvement Plan, was provided to City Council members for review in preparation for the City’s budget workshop scheduled for 3:00 p.m. on September 28th.

During the workshop, City staff will review the City’s anticipated operating needs for 2027, discuss the five-year Capital Improvement Plan, and provide an overview of the City’s current financial condition and outlook for the coming years. The workshop provides Council with an opportunity to review proposed expenditures, discuss future capital priorities, and provide feedback as staff works toward finalizing the 2027 budget.

Mosquito Fogging- Earlier this year, the City made the decision to discontinue routine mosquito fogging due to resident concerns regarding the chemicals used in the fogging process, as well as questions regarding its overall effectiveness.

However, following an increase in resident complaints and a recommendation from the Miami County Public Health Department based on recent mosquito trapping results in Tipp City and an increase in West Nile virus activity in the surrounding area, the City has made the decision to resume mosquito fogging.

The City plans to conduct mosquito fogging on the evening of Tuesday, September 8th. An additional reminder will be sent to residents on Tuesday prior to the start of fogging.

Construction Updates- A number of construction projects that are anticipated to begin over the next several weeks.

Below is a summary of several upcoming projects and their anticipated schedules:

2ND Street Culvert Replacement- Work is expected to begin this month, with crews mobilizing over the next several weeks. The project is anticipated to be completed by mid-November. During construction, N. 2nd Street will be closed north of Trophy Nut and at

Parkwood Drive. Additional information regarding the closure and traffic impacts will be provided as work gets underway.

2nd Street Bollard Installation- This project is scheduled to begin the week of September 7th and is expected to be completed that same week. Removable bollards will be installed near Main Street and E. Dow Street as the first phase of the project. The bollards will provide additional safety and protection during downtown events.

County Road 25A Waterline Extension- Construction is anticipated to begin sometime this month and is expected to take approximately four to six weeks to complete. The project will require rolling lane closures; however, no full roadway closures or detours are currently anticipated.

Alley Paving- The City’s annual alley paving work is expected to begin later this month and continue into October. Additional information will be provided as schedules are finalized.

Mum Festival- The annual Tipp City Mum Festival will take place later this month in City Park. City crews have already begun preparing the park for the event, including checking water connections, trimming trees, preparing temporary electric drops, and completing other maintenance work throughout the park.

The Mum Festival is the community’s largest annual event and requires significant preparation and coordination from City staff and event organizers. Staff will continue working over the coming weeks to make sure City Park and the surrounding areas are ready to welcome residents and visitors for the festival.
